Titel: Proposal for a COUNCIL DECISION on the signing, on behalf of the European Union, of a Framework Agreement between the European Union and Kosovo on the general principles for the participation of Kosovo in Union programmes This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence.
