Ecofin den 16. juli 2003
Ecofin den 16. juli omhandlede Rådets 1. læsning af EU's budget for 2004. I
forbindelse med rådsmødet blev
gennemført samråd med Europa-Parlamentet som
led i budget 2004-proceduren.
Rådets 1. læsning resulterede i en reduktion
af forpligtigelsesbevillingerne
i Kommissionens budgetforslag for 2004 med
309 mio. euro og beta-
lingsbevillingerne med 527 mio. euro, jf. tabel 1 og
2.

Under samrådet med Parlamentet blev der afgivet en række erklæringer
(vedlagt), hvoraf de væsentligste var:

- En erklæring fra Rådet og Parlamentet om proceduren for opju-
stering
af de finansielle rammer for programmer under EU's in-
terne politikker som
følge af udvidelsen.
- En erklæring fra Rådet og Parlamentet om proceduren
for vedta-
gelsen af retsakter for en række budgetlinier under primært
Kommissionens administrative budget (A30-linier) vedrørende
tilskud til
særlige institutioner.
- En erklæring fra Rådet, Parlamentet og
Kommissionen om pro-
ceduren for vedtagelsen af budget 2004, der slår fast,
at Rådet og
Parlamentet sigter efter at indgå en samlet politisk aftale om
bud-
gettet for EU-25. Rådet og Parlamentet vil af juridiske årsager
dog kun vedtage budgettet for EU-15 inden for budget-2004-
proceduren, som
afsluttes med Parlamentets 2. læsning i decem-
ber 2003. Budgettet for de
10 tiltrædelseslande vil formelt blive
vedtaget i marts/april 2004 som et
tillægs- og ændringsbudget til
2004-budgettet.
Såvel erklæringer fra
samrådet som resultatet af Rådets 1. læsning af budget-2004 blev formelt
vedtaget i
skriftlige procedure den 18. juli.

SUBJECT:
Written procedure concerning the establishment
of the
draft budget of the European Union for 2004 and the
approval of
transfer n°18/2003
MESSAGE:
In order to have a formal adoption of the
outcome of the ECOFIN
Council (Budget) of 16 July 2003, a written procedure
was agreed.
Accordingly, please indicate whether:
1)
you can agree
on:
-
the confirmation of the outcome of proceedings of the
Permanent Representatives Committee as recorded in docu-
ments 11241/03 +
ADD 1 and 11242/03 + COR 1 (fr) +
ADD 1;
-
the consequent
establishment of the draft budget for 2004
for EU-15 while agreeing
politically a position on EU-25;
-
giving a mandate to the Presidency,
assisted by the Gen-
eral Secretariat of the Council, to establish budget
documents
and forward them to the European Parliament in accordance
with the foreseen timetable;
-
entering into the Council's minutes the
declarations re-
corded in the Annex to documents 11241/03 and 11242/03
and the following declarations:
1. "The European Parliament and the
Coun-
cil ask the Commission to submit in the
autumn an updated
assessment of the re-
quirements for appropriations incorpo-
rating the
results of the revision of
the common agricultural policy and to
take
account of those requirements in
its letter of amendment."

"The European Parliament and the Coun-
cil take note that the Commission
com-
mits itself to working closely with
Parliament's rapporteur for
the 2004
budget to identify possible concrete
measures that could be
envisaged to im-
plement Parliament's priorities for the
2004 budget in
the field of agricul-
ture.
In any case, the Commission will report
in the context of the usual Amending
Letter in the autumn how these
priori-
ties have been responded to."
3. "The Council agrees on a
rigorous ap-
proach for Heading 5 and confirms that
the necessary
appropriations and posts
for making enlargement a success should
be
provided in 2004 Budget. The final
result must be a margin very close to
the one resulting from the Council's
first reading. It considers,
neverthe-
less, that the accession of ten new
Member States should be
used as an op-
portunity to make supplementary efforts
in the
organisational structures and
management of the Institutions with a
view to increasing efficiency. The
third report of the Secretaries-General
on the evolution of Heading 5 should be
examined by both arms of the
Budgetary
Authority at the November trialogue
with a view to promoting
this process."
4. "The European Parliament and the Coun-
cil agree on
the following procedure to
adapt the reference amounts included in
the
basic acts of Community programmes
decided under the co-decision procedure
within the limits of the ceiling re-
sulting from adjustment and
revision of
the Financial Perspective:
-
Parliament and Council
will
endeavour to reach a political
agreement on the amounts which
should be added, following
enlargement, to the reference
amounts, at the
latest on
24 November;
-
they will then invite the
Commission
to present the
appropriate legislative
proposal(s);
-
the
European Parliament and the

Council will thus endeavour to
adopt
the legislative act(s), under
the co-decision procedure, in time
for
the possible application of the
adapted amount as from the date of
entry into force of the Accession
Treaty."

5. (Legal bases -
ex-chapter A30) "The
European Parliament and the Council
will attempt
to finalise their respec-
tive positions in the relevant legisla-
tive
procedures before the end of No-
vember 2003, and to keep each other and
the Commission informed of the progress
of these works.
The three
institutions agree to convene
a trialogue before the Council's second
reading of the budget, with the objec-
tive to reach a common approach and,
if
possible, to finally adopt the legal
bases before the end of the
year 2003."
6. "The European Parliament, the Council
and the
Commission:
Committed to taking all necessary
steps to make enlargement
a success,
in particular to ensure that the
budgetary appropriations
necessary
for the enlarged Union are available
as from 1 May 2004
without discrimi-
nation between Member States;
Acknowledging that the
financial
framework legally in force is the Fi-
nancial Perspective
after adaptation
following enlargement and revision on
19 May 2003;
agree that the amounts entered in
budget documents for the current 15
Member States (EU-15) and those for the
enlarged Union (EU-25) are both
part of
the budgetary procedure:
-
The amounts for EU-15 shall be
entered in Budget 2004 as published
in January 2004;
-
The
amounts for EU-25 will be part
of the political agreement to be
reached
in December 2003, and shall
be entered in Budget 2004 after
adoption of
the Amending Budget
provided in the Treaty of
Accession, Article 28.
The Commission proposed EU-25 amounts
in PDB 2004, while including for
each
budget line the proposed amount for EU-
15.
The Council will
formally enter in

DB 2004 amounts for EU-15, while agree-
ing
politically on its first Reading
position on figures for EU-25.
The
Parliament, in its first Reading,
will amend DB 2004, resulting in ex-
plicit figures for both EU-25 and EU-
15.

In the conciliation procedure between
the first
Reading of the Parliament and
the second Reading of the Council, as
provided in the Inter-institutional
Agreement of 6 May 1999, both arms of
the budgetary authority should reach an
agreement on amounts for EU-15
and for
EU-25, enabling the European Parliament
to subsequently adopt
on that basis
Budget 2004 with figures for EU-15 and
so enable the
Commission to prepare a
Preliminary Draft Amending Budget in
the first
quarter of 2004 for the budg-
eting of the amounts for EU-25, to be
adopted by the budgetary authority in
time to enter into force on 1 May
2004.
Therefore, both institutions are com-
mitted to publishing,
within each of
their readings, a table showing the
amounts for EU-15
and for EU-25 for
each budget line, on the model of An-
nex 1 to Volume
4, Book 2 of PDB 2004.
In addition, they will ensure a techni-
cal
co-operation between their services
so as to facilitate the work of each
institution."
